Formaldehyde Emissions from Composite Wood Products Regulations (SOR/2021-148) approved by the Ministry of Environment and the Ministry of Health of Canada will come into force on January 7, 2023.Are you familiar with Canada's entry requirements for composite wood products?
This regulation applies to any composite wood products containing formaldehyde.Most composite wood products imported or sold in Canada must meet the regulations.But, the emission requirements for laminated products will not take effect until January 7, 2028.In addition, products manufactured or imported in Canada before the effective date are not subject to this regulation as long as there are records to prove.Formaldehyde emission limit This regulation specifies the maximum formaldehyde emission standard for composite wood products.These emission limits are expressed by the formaldehyde concentration obtained by specific test methods (ASTM D6007, ASTM E1333), and are the same as the emission limits of EPA TSCA Title VI regulation:
ppm for hardwood plywood, 0.05 ppm
ppm for particleboard, 0.09 ppm,
ppm for medium-density fibreboard, 0.11 ppm
ppm for thin medium-density fibreboard, 0.13 ppm
ppm for laminated paper,0.05ppm
All composite wood products must be labeled before being sold in Canada, or the seller must keep a copy of the label and provide it at any time.There are bilingual labels (in English and French) indicating that composite wood products that comply with the TSCA Title VI regulations of the United States will be deemed to comply with the labeling requirements of Canada.Composite wood and laminated products must also be certified by a third party certification authority (TPC) before being imported or sold (note: composite wood products that have obtained the TSCA Title VI certification will be accepted by this regulation).
